Message Caps in a circuit like this that don't have a large amount of load on them can last forever. Age really isn't an issue. The ones I've seen that did have a slightly lower value than its target value did not effect the operation. Typically at production they allow a tolerance of plus or minus 10 percent on these type of capacitors.

Another reason is, I HAVE thought about doing that but I would have to increase the repair cost. If it cost to much to repair, people will be more likely to source another gauge from somewhere else. Everyone likes the easy fix of just buying another although all these gauges are going to fail sooner or later.

What can be considered as another reason is, these boards are such a pain to work on I'm planning on investing into a whole new design that will replace these older boards but yet use the parts and simplified circuit design of the newer boards. I've been so busy with other things that I just haven't been able to follow through with that idea. But it is something I plan on doing some day.
